TRIBAL DEVELOPMENT PROGRAMME
Introduction : PALIYAN tribal - group is very backward at present scenario in Tamil Nadu that most of them are still in cave life in Sirumalai Hills and Palani Hills at endangered condition. They are not having even single time food. Hunger and starvation are continued in their life. Roots, hunting and other forest available edible items give survival to them. But in the accuping of plain/new people in the forest land and restriction / reserved areas by Govt, their areas have been shrunk to habituate and survival.
In the forest and CAVES life, they are not having ration card, name in vote list and others whatever is being required as Identification to be Citizen because most of them are not come in to population census if not having house. Discrimination, human rights violence, death and birth whatever being are not in the counting if they not in to census yet. So, often murder and other violence have been taken place by the outer people if they were involved in slavery works, sex torture, sending out of the forest, etc that resulted them in to endangered population.
ROSI Foundation has been taking major role by its continuation works since the last 7years for the tribal of Sirumalai and PALANI Hills on Human rights, community certificate issues, solar lights provision, ration card and voter ID obtaining, MFP (Minor Forest Produces) and other issues based activities. The housing are very urgent and emergent issues
01. Solar Lights Provision : ROSI Foundation has provided 20 solar lanterns to 20 tribal families in Velampannai, Meenachipuram and Ponnuruvi. Still 259 tribals are to be provided by the solar lanterns in both Sirumalai Hills and Palani Hills.
The tribal lives without light and security from animals and outsiders. Very few families have been rehabilitated from caves and dense forest. But most of families are living in a small thatched hut and caves without any basic amenities. Their traditional occupation and habitations are destroyed and they have become refugees. They live in a state of constant vigilance
02. Community Certificate : In the ROSI Foundation continue efforts since the past five years, Community certificate has been obtained for 46 tribal in that 29 tribal have just received the certificate (March 2009). This is done after a major campaign have been made by ROSI Foundation since the last few years following the first batch of 17 received the certificates in 2007. The remaining tribals as male, female and children are taken further for receiving community certificate. 03. Ration card - 60 tribal families applied for ration cards in that 25 families have obtained till now. ROSI Foundation in its struggle and pressuring of Govt since the last five years (2005), the work is on going with success.
04. MFP Rights - MFP (Minor Forest Produces) rights for 50 families out of 80 families applied, have been obtained and the identification cards were given to them. This work is on going since 2005.
05. ID Card 13 tribal obtained identification cards from Tamil Nadu Tribal Welfare Board. Remaining 15 are to obtain it shortly. The work is on going by ROSI Foundation for another 440 persons.
06. Educational support - 5 tribal Children were brought from the dense forest and caves and joined in school (Dindigul) with accommodation facilities. They are under studies of various classes by the support. The children are brought to Dindigul town and put in Hostel and All requirement of education and other needs are provided by us.
07. Vote ID 25 tribal are in to the vote list that has been obtained after the severe efforts of ROSI Foundation.
08. Health Support - Muthulakshmi W/O Ponnandi, tribal belonging to Tholukkandu area in Sirumalai Hills has been undergone Scissorian operation and gave birth of female child. This is the first one delivery to tribal in such operation because they have not have the facilities in to the forest. In the complication of the mother condition, ROSI Foundation is supporting her treatment although it is under complication in maintaining and follow up treatment if she returned and are being in to forest.
Tribal project proposed
A. Education support : 25 tribal children are immediate efforts to be taken to education and nutrious support if they are under risk of life, childhood and education. They are not as just entering school yet although they completed seven and above years. Because their families are in to dense forest and caves and there is no schools.

Nutrious / Food programme : 122 beneficiaries as children (upto 5 years children, Antinatal (ANC) mother, Prenatal (PNC) mother and aged mother are under dangerous condition of health and lack of food in the interior and dense forest areas, where nobody is reaching yet to support. In present condition,m they are taking some roots and other available in the forest. No proper diet or one time food as suffice can be taken by them. So the above are vulnerable groups. We identified them after thorough survey. They are in need of immediate food and nutrious along with health support. Food/Nutrious centre in four Places at Tholukkadu, Ponnuruvi, Velampannai, Thalakadai, Meenachipuram and Kannadiparai areas in Sirumalai hills.

2 times nutriou/food - Rs 20 x 30 days x 20 nos = 12000
Medicine as tablets, syrup, etc 20 nos x Rs 50 = 1000
Health check up = 1000
Cooking expense = 700
Total for one month expense / one centre 14700
So, one centre requires for one year 176400

C. Housing programme
This project is only for 10 tribal families but totally 151 families are in requirement of housing. The ten families are just relived from the cave life and being supported by us. They have small huts without any plastering and being on the plain ground. The huts are just only covering some area and protect them only from sunlight but they are still with struggle of nature, animals, rain, sweating, storm and miscreants’ (outside people) disturbance/violence.
The houses will give protection from the above to them first of all and identity to be citizen. Community certificate is only their identification of tribal and it will give welfare schemes and benefits from Govt. This helps will give identity as citizen and then will protect them from CAVE Life to house life
House specification - 21’x11’ – 242 sqft, Tin thatched and doors houses with a Budget of Rs 76700 (USD 1534) / house
Materials Requirement
Cement – 50 bags = INR 13500, Sand (3 loads) and stone (3500 nos) = INR 30500, Labours -50 x Rs 150 = INR 7500, Angle /Iron –INR 6500, Tin – INR 5500, Mason – 25 nos x Rs 250 = INR 6250, Windows 2 nos x Rs 1100 = INR 2200, Door 2 x Rs 2750 = INR 5500, transporting expenses INR 2000. Total INR 76700 (USD 1534) / house.
